Summary
"<town hall meeting, The Art of Listening> " is a "two-way participatory current affairs talk show" where experts and citizens gather to share their opinions in real-time on various pending issues and policies in the community. It aims to break the framework of existing current affairs programs that simply convey information and aim for an innovative format that directly reflects citizens' voices in policies and broadcasting through real-time communication using smart devices. It is a next-generation democracy operating platform that collects public opinion at the county and city level by linking terrestrial broadcasting networks with smartphones. It also won the 2018 Houston International Film Festival Platinum REMI in the public sector and was evaluated as a possible rise of the "town hall meeting," a representative democratic asset in the United States
The main content is as follows
Planning intention: Destroy the reporting format of unilateral information delivery and implement a deliberative democratic model in which citizens and experts share information and discuss fiercely (actually). Through this, we intend to secure global competitiveness as a "K-democratic content" by converting the town hall meeting of the U.S. into a Korean context (regional characteristics, emotions) and ending wasteful political disputes
Key targets: Citizens in their 30s and 50s who are sensitive to community issues (real estate, education, environment, etc.) and have a high sense of rights as a real taxpayer, especially digital nomad-type sovereigns who are good at expressing real-time opinions using mobile devices such as smartphones and SNS, and value "political efficacy" in which their voices are reflected in their policies. It also includes policy makers such as mayors, provincial governors, and city councilors who want to overcome the limitations of unilateral administrative services by directly listening to unprocessed voices (Raw Data) on the field through broadcasting and accepting reasonable proposals drawn through expert and citizen deliberation processes.
How to proceed: Under the hosting of the main MC, the panel that appeared in the studio and citizens at the local site are connected in real time to listen to vivid opinions. Viewers participate in real-time voting or ask questions through a dedicated mobile platform. Citizens' real-time voting results and comment data are visualized and exposed on the broadcast screen, and the panelists continue their in-depth discussion based on this data. Through two-way communication, citizens' opinions are immediately reflected in the broadcast flow to form a public forum where citizens become owners.
Program objectives: It aims to establish a reasonable public forum to resolve conflicts in local communities by establishing a local-friendly two-way communication channel in which citizens participate directly and establishing a new standard model for current affairs using smart media technology. The goal is to establish a high-quality public forum to minimize social costs and reach practical agreements through fact-checking by experts and in-depth discussions (deliberation) by elevating citizens to the final decision maker of policies rather than just viewers. It provides a venue for "participatory governance" in which citizens directly throw agendas and create alternatives on current issues in the local community. It perfectly combines advanced ICT technologies such as mobile voting and real-time video connection with current affairs programs. It presents a global standard model of "new media public forum" optimized for the digital era. The goal is to digitally implement the town hall meeting, the representative democratic asset of the U.S., and to establish a high-quality public forum that minimizes social costs and draws practical consensus through fact-checking by experts and in-depth discussions by citizens (deliberation)
