South Korea Expands AI Industry Support and Safety Measures Under AI Framework Act
South Korea has entered the next phase of implementing its AI Framework Act, introducing measures that combine regulatory oversight with expanded support for artificial intelligence innovation. The new provisions aim to strengthen public trust in AI while encouraging the development and commercialization of domestic AI technologies.
A key initiative is the introduction of an AI product and service verification system that provides preferential treatment in public procurement. The framework also supports the establishment of AI research institutes, startup investment, and improved access to AI technologies for digitally vulnerable groups.
At the same time, the legislation strengthens transparency and safety requirements. Generative AI content must be appropriately labeled, while high-impact AI systems in sectors such as healthcare, finance, employment, and education are subject to risk management and governance requirements.
However, industry stakeholders have called for clearer guidance on AI labeling and the classification of high-impact AI. The government plans to introduce further guidelines and provide a transition period to support implementation.
