South Korea Moves Toward an Integrated Legal Framework for Film, Broadcasting, and OTT Content
South Korea’s Ministry of Culture, Sports and Tourism (MCST) is exploring the introduction of an integrated legal framework to support the rapidly evolving film and video content industry. The initiative reflects changes in content production and distribution driven by the growth of over-the-top (OTT) platforms and digital media services.
At the 2026 Broadcasting and Video Leaders Forum, government officials and industry experts discussed the limitations of existing legislation, which separately addresses films and broadcasting content. Participants highlighted the need for a more comprehensive legal structure encompassing films, television programs, OTT productions, animation, and other forms of video content.
The proposed framework would seek to harmonize policies for promoting the video content industry while recognizing differences in production, distribution, and business models across sectors.
Building on these discussions, the MCST plans to conduct further research into consolidating existing legislation and developing an integrated legal foundation to enhance the competitiveness and sustainable growth of Korea’s video content industry.
